The Office of Policy and Budget (OPB) provides coordinated planning, policy development, budgeting and evaluation in support of the Governor, State agencies and State Legislature pursuant to authority under the Florida Statutes; as well as providing departmental planning, policy and budgetary analyses and recommendations for the Executive Office of the Governor.
OPB is organized into the following nine units:
Budget Management Policy Unit

The Budget Management Policy Unit provides coordination and internal procedures for the development of the Governors budget recommendations, budget assignments, overall administration of the budget, and the budget amendatory process for the State of Florida. The unit maintains the statewide appropriations ledger and position and salary rate ledger, coordinates, implements, and develops recommendations for statewide pay and benefits policies, coordinates the statewide cost allocation plan, publishes historical information relating to appropriations, and provides technical budget assistance to the other
OPB policy units and state agencies. The unit also coordinates the statewide certifications forward approval process, conducts a trust fund review and analysis, implements the Florida Single Audit Act, and coordinates capital facilities planning and budgeting.

The Education Policy Unit provides planning, policy and budgetary analyses and recommendations to the Governor for the Department of Education and the State Board of Education. The unit also represents the Governor at Education Estimating Conferences, Florida Education Finance Program Appropriation Allocation Conferences, Florida Council on Vocational Education, Special Facility Construction Committee, Florida/United States Department of Education Civil Rights Partnership effort, and Occupational Forecast Conference.
Environmental Policy Unit

The Environmental Policy Unit provides planning, policy and budgetary analyses and recommendations to the Governor for the departments of Agriculture and Consumer Services, Citrus, Environmental Protection, the Public Service Commission, and the Florida Fish and Wildlife Conservation Commission and advises the Governor on the five water management district budgets. The unit also advises the Governor on the Marine Fisheries Commission and Board of Trustees of the Internal Improvement Trust Fund, Cabinet agenda items, and provides support on environmental issues, including legislative, congressional, federal and local issues and policies. In addition, the unit represents the Governor on the Florida Advisory Council on Environmental Education, the Everglades Task Force, and other related Everglades issues. The unit also coordinates environmental clearinghouse reviews and project consistency determinations with the Federal Coastal Zone Management Program.
Finance and Economic Analysis Policy Unit

The Finance and Economic Analysis Policy Unit prepares technical forecasts for participation as a voting principal at the Florida Consensus Estimating Conferences which produce official data required for the State Planning and Budgeting System. Conference subjects include the following: U.S. Economic, Florida Economic, Florida Demographic, General Revenue, Lottery Revenue, State Employees Health Insurance, Transportation Revenue, Criminal Justice, Public Education Capital Outlay, Gross Receipts Tax, Ad Valorem Tax,
AFDC, Medicaid, Actuarial Assumptions and State Casualty Self-Insurance. The unit also prepares financial and budget overview documents, state bond issues, interacts with credit rating agencies, and certifies the States population. The unit also provides analysis and recommendations regarding taxation policy.

The General Government Policy Unit provides planning, policy and budgetary analysis and recommendations to the Governor for the departments of Business and Professional Regulation, Financial Services, Lottery, Management Services, Military Affairs, and Revenue. The unit also coordinates and develops recommendations and advises the Governor on regulated industries and information technology issues.
Health and Human Services Policy Unit

The Health and Human Services Policy Unit provides planning, policy and budgetary analysis and recommendations to the Governor for the departments of Children and Families, Elder Affairs, Health, Agency for Health Care Administration and Veterans Affairs. The unit also participates in the Social Services Estimating Conferences and acts as a liaison for the Governor with numerous human services advocacy groups, and monitors numerous health and human services task forces and commissions.

The Transportation and Economic Development Policy Unit provides planning, policy and budgetary analysis and recommendations to the Governor for the departments of Community Affairs, State, Transportation, Highway Safety and Motor Vehicles, and Workforce Innovation. The unit also coordinates and develops recommendations and advises the Governor on emergency management, growth management and community development, and elections.
Public Safety Policy Unit

The Public Safety Policy Unit prepares budgetary analyses and makes recommendations to the Governor for the departments of Corrections, Juvenile Justice, Law Enforcement, Legal Affairs, Parole Commission, State Courts System, Justice Administrative Commission, State Attorneys, and Public Defenders. The unit also monitors several public safety and criminal justice task forces and commissions. In addition the unit manages the processing of budget appeals by county sheriffs to the Governor and Cabinet.

The Systems Design and Development Unit designs, develops, implements and maintains the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS).
LAS/PBS is the statewide computerized system that connects agencies to the Governors Office, the Comptroller and the Legislature so that all three can produce, analyze, monitor and control the plans, budgets and appropriations of the State.
